Background

The Government of The Gambia in collaboration with The World Bang Group (WBG) developed the TDRGP which is supported by an IDA Investment Project Financing (IPF) and will be executed in five years with the objective of strengthening sustainable tourism by supporting the enabling environment, building capacity, promoting access to finance for tourism related Micro, Small and Medium Enterprises (MSMEs) and building resilience through risk management and strengthening sustainable coastal infrastructure. The project aims to contribute to economic growth and employment generation by enhancing selected tourism destinations in The Gambia by improving the sector’s enabling environment, increasing the participation and value addition of tourism related MSMEs, and developing sector resilience with the restoration, upgrading, and preservation of critical tourism assets as well as product diversification.

The project contributes to the WBG’s global and regional commitment to addressing climate change by tackling the impacts of coastal erosion, which is anticipated to worsen due to changing climate. The project will focus on strengthening and upgrading infrastructure to better preserve existing assets by being more resilient to the impacts of hazards and climate change as well as enhancing the attractiveness of tourism sites.

The Government of The Gambia has selected the Ministry of Tourism and Culture (MoTC) to house the Project Implementation Unit (PIU).





1. OBJECTIVE

The Tourism Diversification Resilience needs to recruit a qualified Gender-based Violence Expert for the Project Implementation Unit (PIU) of the MoTC in the Gambia to address the risks of GBV, including the risks of sexual exploitation and abuse (SEA) and sexual harassment (SH) to the people in The Gambia, especially the women involved in tourism sector activities.

Thirty-five percent of women worldwide have been survivors of physical and/or sexual violence caused by their intimate partners or other actors (WHO 2013). In The Gambia like most developing countries, gender-based violence is prevalent and is disproportionately affects women. For instance, the 2019-20 Demographic and Health Survey indicates that 9% of women between ages 15 to 49 in The Gambia have ever experience sexual violence, while almost 40% of ever-married women have been subjected to either physical, sexual or emotional violence by their current or most recent partners.

The World Bank recognizes that addressing gender-based violence (GBV) around the world is key to closing gender gaps, making a lasting impact on poverty, and fostering sustainable economic growth that benefits all. Moreover, any large project with operations involving major civil works can increase the risk of GBV, including the risks of sexual exploitation and abuse (SEA), as well as sexual harassment (SH). The World Bank’s SEA/SH Good Practice Note has been prepared to assist project teams in defining an approach to identify the risks of GBV, in particular SEA as well as SH, that may arise from transactions of investment project financing (IPF) involving major civil works contracts, and to advise accordingly the contractors on how best to manage these risks.

This Terms of Reference (TOR) wasdeveloped for the recruitment of a GBV Expert, who will be responsible for supporting the project to address GBV risks during project implementation. The overall objective of this position is to support the project in the prevention, mitigation, and response to risks of GBV, and especially risks of SEA and SH related to project implementation.


SCOPE OF SERVICES

The overall scope of service includes the following:

• GBV/SEA/SH training for company workers as well as community actors, such as focal points linked to local grievance management committees, and other stakeholders; and

• Ongoing training of GBV/SEA/SH project staff, appropriate response to GBV cases, and implementation of the Code of Conduct and Grievance Mechanism (GM).


QUALIFICATIONS AND RELEVANT WORK EXPERIENCE

The successful Candidate must have;

• A master’s degree or equivalent, in gender, social sciences, law, project management, or any other similar discipline;
• at least eight years of overall professional experience in social development issues;
• At least two years of experience in overseeing GBV prevention and response activities, experience in preventing and responding to SEA/SH will be an added value;
• A minimum of five years of experience in conducting awareness campaigns on women's rights, gender equality, GBV, and/or reproductive health;
• An Excellent knowledge of the guiding principles and ethics that govern working with GBV survivors and good practices in the implementation of GBV/SEA/SH prevention and response activities;
• A Good experience with GBV data collection and analysis methods;
• Capabilities in situational analysis of gender and GBV issues;
• Good knowledge of the World Bank's environmental and social safeguard policies;
• Good knowledge of national legislation of The Gambia related to gender equality and prevention or response to GBV;
• An excellent command of English and a good ability to write reports;
• Knowledge of an additional language locally spoken would be an asset; and
• A good command of computer tools (word processing, spreadsheets, Internet and Intranet, etc.).

DURATION OF THE ASSIGNMENT

The project duration is five years. The successful applicant shall be engaged on a full-time basis for one year and renewal will be contingent upon satisfactory performance

Background
The Government of The Gambia, with support from the World Bank Group, is implementing the Tourism Diversification and Resilience in The Gambia Project (TDRGP, P177179) to support the diversification and climate resilience of the tourism sector. The project emphasizes improving the capacity of the Gambia Tourism and Hospitality Institute (GTHI) to meet the industry demand for skilled professionals and a more diversified curriculum.

GTHI plays a crucial role in developing a skilled workforce for the tourism and hospitality sector. While GTHI lecturers possess significant industry experience, a review of staff qualifications has revealed gaps in pedagogical expertise and academic systems planning, formal training in education methodology, lesson planning, and student-centered learning approaches. In addition, gaps were identified in new tourism and destination management, development and marketing trends and best practices. This is an opportunity to establish a solid educational foundation for GTHI lecturers and modernize the teaching content. Addressing these gaps through targeted capacity-building initiatives is essential for enhancing teaching quality and aligning GTHI with international best practices.

Purpose and Objectives
The objective of this capacity-building initiative is to enhance the teaching effectiveness of GTHI staff by equipping them with modern educational methodologies. The selected firm will be responsible for designing and delivering pedagogical training programs.

Targeting all teaching staff, the pedagogical trainings will focus on key areas, which include but are not limited to curriculum planning, instructional methods, student engagement strategies, assessment techniques, and the use of digital and other tools for teaching with specific emphasis on Hybrid delivery in Technical and Vocational Education and Training (TVET).

Through these interventions, the project aims to achieve the following objectives:
• Improve lesson planning, assessment strategies, and instructional quality.
• Introduce innovative, student-centered teaching methodologies.
• Strengthen academic systems, including schemes of work and training material development.
• Equip faculty with specialized technical expertise aligned with industry needs and their ability to apply the knowledge or skills learned within GTHI.

Scope of Work
The firm will be required to carry out the following activities:

Activity 1: Development of Pedagogical Proficiency and Technical Training for GTHI Teaching and Management Staff
• Develop the trainings outlined in Table 1, including but not limited to curriculum design, lesson planning, and the incorporation of High Impact Tourism Training (HITT) methods and student engagement strategies and the use of digital teaching tools as needed.
• Training five should introduce GTHI’s newly developed Courses, Quick-Impact Programmes and Short Courses (e.g., Experience Design for Hospitality and Tourism, Sustainable Destination Management, Digital Marketing for Guesthouse and Lodges, etc.). Emphasis should be placed on instructors and the academic team gaining practical knowledge in new tourism and destination management, development and marketing trends and best practices.
• For each of the five courses, the firm will develop course materials, including defining the learning objectives, training structure, and training schedule, as well as instructor’s manuals and guidelines, training manuals, practical exercises/handouts, PowerPoint presentations, course workbooks and handouts, and pre- and post-course evaluations.

Activity 2: Delivery of Pedagogical Proficiency and Technical Training for GTHI Teaching and Management Staff
• Ensure pre-course evaluations are completed prior to delivering the trainings.
• Deliver the trainings per the beneficiary GTHI staff categories and training duration noted in Table 1, and train at least one to two GTHI as trainings so that they can effectively deliver the five courses to GTHI teaching and management staff in the future.
• Offer coaching and mentorship to participating GTHI staff to reinforce learning outcomes.
• Use a blended approach, incorporating in-person workshops, practical sessions, case studies, and a mix of in-person assessments—including quizzes, tests, and informal self-checks—to monitor trainee progress, personalize instruction, and provide immediate feedback.
• Ensure post-training follow-ups are completed, including performance evaluations and coaching sessions. In addition, ensure that the participating GTHI staff receive internationally recognized certifications where applicable.

Firm and Personnel Requirements

The firm should meet the following minimum requirements:
• Experience: At least five years of demonstrated experience and results in education and capacity-building programs, particularly in tourism and hospitality training.
• Technical Expertise: A proven track record in delivering both pedagogical and specialized training in tourism, hospitality, and related fields.
• Team Leader: A team leader with a PhD or a Master’s Degree in Education or a comparable field and a minimum of five (5) years of experience in developing and undertaking similar pedagogical trainings in tourism and hospitality.
• Qualified Trainers: A team of experts with advanced degrees in education, pedagogical training, tourism, hospitality, or related disciplines with a minimum of three (3) years of experience in the following areas:
o Facilitating training to educational management personnel and training staff/educators
o Teaching learning strategies, High Impact Tourism Training (HITT) methods, and student engagement strategies
o Developing ‘training curriculum and designing training materials and packages via a student-centered learning approach
o Excellent facilitation skills are also required
• International Accreditation: Preferably affiliated with recognized training institutions or accreditation bodies.
• Language: Trainers should be fluent in English and capable of delivering training effectively in the local context in The Gambia.

The Project now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience of performing the Services

Duration of the Assignment

The consultancy is expected to last for a period of 4 months.

The Project Implementation Unit (PIU) of the Ministry of Tourism, Arts and Culture invites eligible firms to apply. Interested firms must provide information indicating that they are qualified to perform the services (has qualification and experience in similar conditions etc.), as well as submit an EoI outlining their experience in doing similar assignments and why they are suited for the assignment. For the evaluation criteria, Firms will be evaluated and ranked based on the criteria below.

• Five years of demonstrated experience and results in education and capacity-building programs, particularly in tourism and hospitality training - 20%
• Qualification of Key Experts number of years’ Experience as stated above - 40%
• A proven track record in delivering both pedagogical and specialized training in tourism, hospitality, and related fields - 30%
• International Accreditation: Preferably affiliated with recognized training institutions or accreditation bodies - 10%

Introduction
The government of the Gambia, through Ministry of Tourism and Culture (MOTC). is implementing the Tourism Diversification and Resilience in the Gambia project (TDRGP) -P177179 with Financing International Development Association (IDA) financing .. The project aims to strengthen sustainable tourism by supporting the enabling environment, building capacity, promoting access to finance for tourism related Micro, small and medium enterprises (MSMEs) and building resilience through risk management and strengthening sustainable coastal infrastructure.

As part of this project, physical works are planned to be implemented for the protection of West Coast Beaches (see figure 2- Fajara- Senegambia) as well as to preserve and maintain the Kunta Kinteh Island, including construction/Rehabilitation of two Jetties for providing access to the Island and on the mainland at Albreda (see figure 3- Kunta Kinted Island). In this regard, the Project (TDRGP) intends to apply part of the proceeds for consulting services to carry out Environmental and Social Impact Assessment (ESIA) and Preparation of Environmental and Social Management Plans ESMP and other plans as may be required for West Coast Beaches and Kunta Kinteh Island.

Based on the Assessment Findings, the firm is expected to ensure that all positive and adverse impacts associated with the Construction and post –construction/functioning phases of the works including all associated/ancillary works and linked activities, if any, are identified with corresponding enhancement and mitigation measures.

A detailed Terms of Reference (ToR) for the assignment is under preparation by a firm (Royal HaskoningDHV) hired to carry out the feasibility studies, Preliminary Designs and Cost Estimates for Coastal Protection of West Coast Beaches and Kunta Kinteh Island. By the time the full ToR for the two sites are ready, it will be incorporated in the Final RFP to be shared with shortlisted firms.
